Uses the School Teachers' Pay and Conditions (Wales) Document 2025/26 — Wales's own scales, separate from England's. Take-home after tax, National Insurance and Teachers' Pension.

How Welsh teacher pay differs from England

Wales and England share the same pay scale structure but the figures, the governing body and the legal process are all separate. In England, the STRB advises the Secretary of State for Education; in Wales, the Independent Welsh Pay Review Body (IWPRB) advises the Welsh Government's Cabinet Secretary for Education, which makes its own decision.

For 2025/26 the IWPRB recommended 4.8% — the Welsh Government decided 4%, matching England under the "no detriment" principle. That principle is a political convention, not a legal guarantee, and the two systems can and do diverge.

The governing document is the STPC(W)D 2025/26, given statutory effect by the STPC(W) Order 2026 (in force 6 March 2026, retrospective to 1 September 2025). From September 2025, the formal application process for moving to the upper pay scale has been removed — progression is now automatic subject to satisfactory performance. There are no regional pay zones in Wales — every teacher on the same point earns the same salary regardless of location.

Wales starts at M2 — there is no M1. The minimum for a newly qualified teacher is £33,731, higher than England's M1 (£32,916).

No more UPS application process

From September 2025, Welsh teachers no longer formally apply to move from the main scale to the upper pay scale. Movement is now subject to satisfactory performance assessment only, handled through the normal review cycle — a meaningful simplification versus England, where the formal threshold assessment remains in place.
